During month of April 2009,
the eGov Road Show Prezentation, organized in Tetovo, Shtip and
Bitola were attended by over 300 representatives of companies and
public institutions all users of EXIM,
e-Procurement, e-Tax
and e-M1/M2 e-government applications.

e-Procurement
system integration March, 2009
During March/April 2009, the eGov Project
staff, Public Procurement Bureau and IT company Seavus worked intensively
on defining the detailed solutions and modules for the planned process
of integration of the two electronic procurement systems - the PPB
Web Information System and e-Procurement. Work was taking place
in a constructive and collaborative atmosphere and we believe that
it will soon be completed. It is expected that the new integrated
e-procurement system will be ready to be used as of 1st of January,
2010.

Athens, Greece - March 26, 2009
On Febuary 26, 2009, Deputy Chief of Party
of the e-Gov Project, Elena Stamatoska, has participated as a presenter
on the Workshop on Electronic Public Procurement in South-East Europe
held in Athens, Greece. The workshop aim was to explore the strategic
role of electronic Public Procurement (ePP) and highlight its importance
for the broader European region. The workshop was attended by 72
participants from 14 European countries and was divided into four
sessions. The presentation of the Macedonian representative was
delivered during the second session with subject "Electronic
Public Procurement Practices"
Mrs.
Elena Stamatoska has presented the current status of electronic
Public Procurement in the Republic of Macedonia. She gave a brief
introduction on the overall eGovernment applications developed within
her country and then focused on the ones related to ePP. This involves
a web-information system, mandatory to be used for publishing notices
and notifications on awarded contracts, and an eProcurement system
for conducting Public Procurement Procedures electronically. The
development of local ePP Solution started in 2006 and currently
offers an intuitive (centralized) web-based interface that covers
the entire public procurement procedures and is compliant to IDABC
Functional Requirements.
She outlined the underlined technology used with focus to security
specifications, and presented the different types of users and roles
of the system. The functionalities provided by the ePP Solution,
as well as a number of snap-shot were demonstrated and a reference
to statistical information on registered Contracting Authorities,
Economic Operators, Tenders submitted per year etc. was also made.
In her conclusion, Mrs. Elena Stamatoska
mentioned that future steps involve (a) the integration of the web-information
system with the ePP Solution and deployment of the end application
to a more advanced hardware infrastructure, and (b) the continuation
of training activities for preparing users for the mandatory usage
of the system as of 01st of January 2010. Finally, a list of recommendations
was also provided.

e-Procurement
- Source Code Delivered to PPB - March 12, 2009
After
4 years of intensive development and testing process, the eGov Project
has delivered the source code of the eProcurement software application
together with all accompany documents to the Public Procurement
Bureau. The event took place at the PPB Office on March 12, 2009.
During the event, the Director of the PPB,
Mrs. Mare Bogeva-Micovska expressed her great appreciation to the
support given by the Project regarding the development and implementation
of the e-Procurement system.

2009
Following
sucessfull e=Procurement project implementation, starting in year
2005 and concluding in year 2009 with the source code handover,
the Public Procurement Bureay awarded the eGov Project Special appreciation
was given to the Chief of Party of the eGov Project, Mrs. Gordana
Toseva, Deputy Chief of Party of the Project, Mrs.. Elena Stamatoska
and to the Lawyer Mr. Darko Janevski, by awarding Certificates for
appreciation.

Project and USAID Mission Honors Women Tech Leaders in Macedonia

eGov Project is honoring ten women leaders
in software development and e-government at a ceremony in Skopje
on Friday, March 6. eGov Project has worked with these women over
the course of its five-year project in Macedonia implementing modern
e-government solutions.
eGov Project will honor these ten leaders in celebration of International
Women's Day on March 8:

eGov Project began its eGov Project in Macedonia
in 2004 to increase the efficiency and transparency of public sector
management and create new channels for doing business in an open
and secure manner. Under the eGov Project, Internews has developed
and implemented a number of innovative e-government solutions that
use information technology to get government services and information
online.
These include an e-procurement system, already in use by several
Macedonian cities, that reduces the possibility of corruption and
saves costs in government purchases of supplies and services. An
Apply Online system for Macedonia's civil service agency has increased
applications for these jobs five-fold, and improved trust in the
objectivity of the selection process.
Other e-government projects include e-tax filing for Macedonian
companies and citizens, online training in information technology,
and an e-health system to track and control the government's expenditures
on prescription drugs, among other e-government applications.
The eGov Project in Macedonia is funded by the US Agency for International
Development (USAID).
e-Procurement
Workshop, Wienna January 14, 2009
On 14th of January, 2009 Deputy Chief of
Party of the USAID funded e-Gov Project, Elena Stamatoska, has attended
a Workshop in Vienna on the Development of eProcurement solutions
in line with the European Directives. The workshop was organized
in cooperation with the Auftrag.AT/ Wiener Zeitung (Official Gazette
of the Austrian Republic) and the eProcurement Forum of the European
ComMrs.ion. The purpose of the workshop was to provide an opportunity
to the participants to exchange experiences about the development
of Public eProcurement solutions aligned with the European Legislation.
Republicof
Macedonia had 5 representatives on the Workshop, including the representative
from the e-Gov Project: the Director of the Public Procurement Bureau
(PPB), Mrs. Mare Bogeva Micovska, 2 representatives from the department
responsible for the Macedonian e-Procurement system within the PPB
and one representative from the City of Skopje, as a Contracting
Authority and registered user of the system. The presence of 3 employees
from the PPB shows the great support from the Government and interest
to use the e-Procurement system in Republic of Macedonia.
During the workshop, the representative from
the e-Gov Project used the opportunity to briefly present what has
been done so far in Republic of Macedonia in the area of e-procurements.
After the presentation the attendants were impressed and very interested
in the Macedonian e-Procurement system. The proof for the great
interest in the Macedonian system was that the representative from
the e-Gov Project has been invited to present the system on the
next e-Procurement workshop that took place in Athens by the end
of February 2009.
After all presentations delivered during the workshop it was concluded
that Macedonia is really advanced in the area of e-procurements
compared to the other countries and can be used as an example to
the other countries that are in a development process of e-procurement
solutions. The Macedonian e-Procurement system is fully in compliance
with the EU Directives and is very user friendly, so that anyone
can understand how to use it.

Trainings January 2008 - March 2009
During entire 2008 and first 4 months of
2009, the eGov Project with cooperation with the Public Procurement
Bureau has organized and delivered 45 training events and presentations
to around 1.400 representatives from various Contracting Authorities
and Economic Operators. The prime objective of these events was
to train the participants on how to use the functionalities of the
e-Procurement system.

e-Procurement Trainings for Contracting
Authorities
During
the first quarter of 2009, the e-Gov Project in cooperation with
thePublic Procurement Bureau (PPB) has delivered 5 one-day detailed
training sessions to around 100 representatives from different Contracting
Authorities. The trainings took place at the premises of the mechanical
faculty, in Axis, in a specially equipped computer room, where the
participants had a chance to test the functionalities of the system
and exercise different public procurement scenarios.
In line with the e-Gov Project efforts to increase the training
capacity of the PPB staff with regard to e-procurement, part of
the presentations at the above trainings were delivered by them.
This is an extremely positive sign of the commitment of PPB to the
sustainability of the e-procurement system.

e-Procurement trainings
March 11-12, 2009
March 11 and 12, 2009, the Project delivered
a two-day training for the representatives of the Ministry of Interior,
Ministry of Defence, Intelligence Agency, Centre for Crisis Management
and the State Public Procurements Appeal ComMrs.ion. The training
took place in the newly-opened training centre of the Ministry of
Interior in the winter resort Ponikva, close to Kocani.

for PPB staff - Ferbaury-March, 2009

separate three-day comprehensive e-procurement trainings for the
Public Procurement Bureau staff organized in cooperation with World
Learning took place in Bitola in February (19-21.02.2009) and March
(26-28.03.2009). The main goal of the trainings was to improve the
expertise and knowledge of the Public Procurement Bureau with regard
to the e-procurement system and to strengthen their capacity to
maintain, use and manage the system in the future.
The trainings were organized for 15 employees
of PPB, i.e. with this trainings, all relevant PPB staff have been
comprehensively trained on the functionalities of the application.

in Cooperation with USAID's HRCD - March 2009
The eGov Project under the auspices of World
Learning has organized specialized IT trainings for a group of IT
professionals from the Ministry of Information Society, General
Secretariat, Public Procurement Bureau and Public Revenue Office.
The trainings have started in March 2009 and will continue throughout
entire spring of 2009.

Chamber of Commerce. The event was massively attended and the presentation
of the system initiated a vivid discussion among participants. Many
of the comments referred to the general public procurement policies
and procedures, and were not directly linked to the e-procurement
process.As previously agreed, the PPB
staff were also present at the event and actively participated in
the discussion.
