Automated system for management of international cargo transport licenses


Increased transparency and fairness in the allocation and usage of international transport licenses

Purpose

Significantly reduce the administrative burden on truckers and Ministry of Transport and Communication alike and put end to a distribution system that has been perceived as non-transparent, subjective and corruptive.

The system automatically checks all information relevant for calculating the number of licenses for the applicants and distributes the available licenses based on strictly determined formula and criteria. It also enables comprehensive monitoring of the licenses usage throughout the calendar year.

Status
Three annual distributions carried out through the system, in 2006, 2007 and 2008. Comprehensive monitoring of the licenses usage operative since August 2008. The system is mandatory for all transporters in Macedonia and the Ministry of Transport and Communications.

Ministry of Transport and Communications Assumes Ownership over the Electronic System for International Transport Licenses - July 29, 2009

Minister Mile Janakieski and eGov Project CoP Gordana TosevaAfter three years of productive and successful cooperation, the eGov Project and the Ministry of Transport and Communications finalized the implementation of the project for electronic distribution and managements of international cargo transport licenses. The source code of the electronic application was officially presented to Minister Mile Janakieski by the eGov Project Chief of Party Gordana Toseva at a ceremony held on 29 July 2009. By the delivery of the source code, the Ministry of Transport and Communications became an owner of the system assuming all rights and responsibilities with regard to its managing and maintenance.


Upon receiving the source code, Minister Janakieski emphasized that the assistance received by the eGov Project was crucial for establishing the new transparent and efficient system and that the positive experience from its implementation initiated a number of other similar initiatives within the Ministry.

The electronic system for distribution and management of international licenses is a web-based solution that enables fair and efficient distribution of transport licenses based on pre-determined criteria and virtually without any influence by a human factor. The application was developed in close cooperation of the eGov Project, the Ministry of Transport and Communications and the Association of Transporters MAKAMTRANS.

The system provides for an efficient and transparent process for distribution of licenses and monitoring of their use that completely eliminates paperwork.
As of August 15, 2008 the use of the system will be mandatory for all transporting companies and for all types of licenses.

 

Electronic Distribution of international cargo transport licenses - November 11, 2007

Around 700 representatives of transport companies who applied onlinefor this years' distribution of International cargo transport licenses, were guests at the 2nd public electronic distribution of licenses. The event took place on Sunday, November 11, at 11:00hours at Hotel Aleksandar Palace in Skopje.

"The eGov Project delivers another application that will provide Efficient, Transparent and Fair Government services", says Jerker Torngren, eGov Project Chief of Party. "The electronic system we have developed knows all information about your business which is necessary for the distribution of the licenses. It does not know more than that. It does not know any gossip. It does not know any "perhaps". It knows only facts. The system will take all this information into account and will not miss a single part when it selects who should get a license. You have been able to see all the information that exists about you. You have been invited to request changes if you did not agree with the existing information. And your requests have been properly dealt with. This is transparency. This is fairness. This is Modern Macedonian administration".


This year 936 companies were included in the electronic distribution of cargo transport licenses, done for the 2nd time through the electronic system. Equal chance to apply was given to over 3600 transport companies in Republic of Macedonia, by providing them with users' name and password access to their personal data in the electronic system.
Macedonian media reported on fair and transparent process, as well as on positive feedback from the users.

 

Automated allocation of cargo transport licenses - Press Conference - October 3, 2007

The e-Gov Project joined the Ministry of Transport and Communication at the press conference that promoted the electronic application for automated allocation of cargo transport licenses. Representatives of the e-Gov Project Mr.Jovce Plasitnovski, Deputy CoP and Mr.Goran Cvetkoski Project's and IT Manager presented the application functionalities and explained the process of applying.

Minister Mile Janakieski in his speech note: "By making the online process mandatory, we introduce absolutely transparency and we also liberate the process from human influence. What is most important from now on the companies do not have to spend time and money collecting documents that government institutions already have in their data bases".

The application process started on October 1, and will end on October 15, 2007. As of this year application for cargo transport licenses can be done online only and therefore the Ministry is running a number of informational activities as a support for the applicants. These activities include distribution of PSA's in daily media, distribution of information brochures prepared by the e-Gov Project and SOS Help line set within the Ministry of Transport and Communication. CEMT DISTRIBUTION PUBLIC EVENT - November 19, 2006

November 19, 2006, In presence of more than 350 applicants for International road hauler traffic licenses (CEMT licenses) applying this year the e-Gov Project and our partner Ministry of Transport and Communications made the first electronic distribution of 630 licenses for year 2007

Less than 2 months ago, the e-Gov Project CoP Mr. Jerker Torngren and the Minister of Transport and Communications Mr. Mile Jankieski agreed in front of the press to develop an IT based automated system that will distribute the CEMT licenses to you in an absolutely fair and transparent way. "It is remarkable that the software could be developed in such a short time, but it could never have been done without the fantastic work and commitment shown by the Ministry committee", congratulated on the success of effective implementation Jerker Torngren Chief of Party of e-Gov Project.

"The new system totally replaces a manual "paper based" system and makes it easy to track applications and paves the way for online licensing, expected to be available by next year. We will do everthign in our power to support the education of our members in using the on-line application system," says Biljana Muratovska General Secretary of transport union Makam Trans.

In past years distribution of CEMT licenses were associated with corruptive and non transparent processes, the fights against this elements was highlighted in the speech of Minister of Transport and Communiactions.

"The introduction of the electronic manner of obtaining CEMT licenses is one of the most essential measures for the fight against crime and corruption which we have announced and already implemented. This move has given the Ministry of transport and communication the opportunity to display its full dedication towards the modernization and increase in transparency of the process of assigning CEMT licenses to transport companies, and at the same time, avoid or completely eliminate the human factor in order to decrease the possibilities for corruptive behavior" Minister Janakieski stated in his Speech.


A CEMT license is required for the international transport of goods. CEMT licenses are required for all international road hauler traffic. Macedonia is allowed to issue a limited number of licenses each year.

 

MEMORANDUM OF UNDERSTANDING SIGNED, 15 September 2006

The USAID e-Gov Project together with the Ministry of Transport and Communication will design and implement a software application for electronic issuance of international transport licenses CEMT.

This software application will provide a simple and modern way for the transport companies to apply online for CEMT licenses, as well as automated data processing and issuance of CEMT licenses for the Ministry of Transport and Communication. In this way all corruptions scandals related to CEMT license issuance in the Republic of Macedonia and controversy will be eliminated.

On 15th September, Friday at 11:00 Memorandum of Understanding was signed between USAID/e-Gov Project and Ministry of Transport and Communication. Both parties agreed to cooperate in development of software system for automated processing and granting of CEMT licenses.

PROCESSING OF APPLICATIONS FOR AND ISSUING OF CEMT LICENSES

The USAID e-Gov Project together with the Ministry of Transport and Communication will design and implement a software application for electronic issuance of international transport licenses CEMT.

This software application will provide a simple and modern way for the transport companies to apply online for CEMT licenses, as well as automated data processing and issuing of the licenses in a way which effectively will prevent any possibilities for corrupt behaviour and thus radically increase the trust in the process.

The e-Gov project invited bids regarding the development of the software for the application. The software shall follow the specifications in the System Description.

The tender documents consist of the Invitation to Submit Bids and a System Description, which can be downloaded under Documents.

Deadline for submitting bids was 13 October, 2006 at 15:00 local time. 12 bids were received.

After reviewing and evaluating all 12 bids, e-Gov Project decided to sign the contract with NextSense.
