Purpose
To give job seekers the possibility to apply for jobs in the state
administration institutions in an easy way which guarantees an
examination of all applications in a totally fair way without
any possibilities for discrimination or undue preferences to some
candidates.
Application functionalities
The system covers all
recruiting tasks performed by the Civil Servants Agency. After
the first automated screening of the applicants' formal qualifications,
all meeting those requirements are sent by the system an invitation
to testing. The testing is performed electronically including
the checking of the answers and the result is published immediately
after pressing the "complete" button. The system then
grades the applicants down to the final shortlist of five candidates.
The system also enables CSA to send invitations for testing and
other meetings to candidates through email and SMS, which significantly
reduces its operation costs.

Status
The system is currently used by 97% of all
applicants for jobs in the civil service. The number of applications
per vacancy has in average increased 7 times

case study of Online Job Applications for the Macedonian Administration
- Apply Online has been selected as this week's ePractice.eu Editor's
Choice.
The Editor's Choice is a label which distinguishes good practice
cases that are particularly interesting to the ePractice.eu community
due to the quality and extent of the information provided, the
scope of the project, its innovation and relevance for the sector.

Upgrade - Thursday July 26, 2007
The existing examination module, application
module, registration of candidates and the back office module
of the Apply online application were updated and two new modules:
module for integration with the existing Learning Management System
(LMS) and module for electronic notification, were developed.
The upgrade of the Apply online application
will improve the services for the candidates who apply for state
administration vacancies and it will improve performances of the
CSA employees, who will be given even more modernized tool for
conducting the employment procedure.
APPLY ON LINE
-ONE YEAR EVALUATION
After nearly one year of using
the Apply online system, the e-Gov Project conducted second evaluation
process, which covered the whole year of practising the system.
The purpose of this evaluation is to identify whether the system
is still providing the foreseen benefits for the citizens and the
Civil Service Aagency administration; and What is the general impact
of the one-year practice of the system.

APPLY-ON-LINE
SYSTEM - TESTING PHASE
The first testing of candidates, who applied for vacancies
in the state administration after the Apply on-line system was launched,
was conducted today 27th Jan 2006 at the premises of the Civil Servants
Agency.
This was the first time the TESTING module of the system went alive.
All candidates finished the testing and were presented the achieved
results immediately after they submitted the final answers.

APPLY-ON-LINE
SOURCE CODE DELIVERED
The Apply-On-Line system was developed within the
estimated time frame. Developer of the application, NextSense,
delivered the CD with the source code on Friday, 28 October 2005.
IMPACT then passed it on to the Civil Servant Agency.
A small celebration was held in the premises of IMPACT
Project. Representatives of all three parties, stakeholders, USAID,
NextSense and the Civil Servants Agency were present.

APPLY-ON-LINE
TENDER/ CONTRACT SIGNING
The contract with the
winner of the tender for development of software for on-line
job application for the Civil Servant Agency, NextSense,
was signed on 12 August 2005 in the premises of IMPACT Project.
Representatives of both signing parties, USAID and the Civil Servants
Agency were present.

TENDER - APPLY-ON-LINE,
October 2005
e-Gov project selected NextSense for
development of software for an on-line job application.
The system was developed within the estimated time frame. Testing
was finished successfully, training of system users completed as
well as educating the public on the subject.
The CD with the source code was delivered on Friday, 28 October
2005. IMPACT passed it on to the Civil Servant Agency. more....
On 16th of December 2005, the Apply-On-Line system was launced,
the first job announcement was published through the system. By
the 31st December 2005 14 job announcements were published and by
11th January 2006 502 out of 619 applications were
received on-line!! Figures prove that 74% of the applicants
used the Apply-On-Line system which is a proof of successfully implementation
of the same.
